The 2004 Eurovision Song Contest, which is being hosted by Turkish Radio and Television (TRT), will be held this year for the first time in two stages since many more countries are taking part than in previous years. Under the rules for this year's Eurovision, in which 36 countries will participate, last year's top ten contenders, the founders of the European Broadcasting Union (EBU) and the four countries with highest participation- England, Spain, Germany and France-will go directly to the finals. The remaining 22 countries will first compete in the semi-finals to be held on 12 May. The ten finalists from this elimination will qualify for the finals in which 24 countries will compete on 15 May. Again for the first time this year voting in all the competing countries will be done by the tele-voting system, which was introduced on popular demand in 1997.
